Yes, I am disadvantaged, and born in CA.
but the thing is that it says you have to be a resident of CA.
on the apps i'm giving my permanent address as CA, but my current address is outside USA
I also have chosen the 'No' option in return to the question, "have you been to CA in the last 12 months"</p>

<p>Just because you were born in California does not currently make you a resident of California.</p>
<p>Are your parents still CA residents (currently living/working in CA)?</p>
<p>Are your parents in the military based out of the USA where their home of record is CA?</p>

<p>Sorry, but most likely you will be considered in the OOS US-citizen pool. For residency, you either: 1) need to have attended a Calif hs for the last three years (another post said you moved overseas prior to starting high school); 2) one or both parents must be a physical resident in Calif, which means working or retired in the state (other post said your dad retired overseas); 3) one of both parents must now relocate to the state one year prior to your matriculation. Just based on the limited info you have posted elsewhere, it looks like you fail to meet all tests for residency. I suggest you call the Residency department of the UC Office of the President (UCOP is in Oakland California) to clarify your situation. (With apps due midnight tomorrow, the phone lines to individual campuses will be extremely busy, so you might be able to get through by calling Oakland.)</p>
<p>Be aware that the UCs cost $40k for OOS students, and finaid is not great; the UCs usually just provide a loan for the OOS portion of the fees for low income students.</p>
<p>btw: the EOP program is targeted at low income and minority state residents for special admissions review, i.e., giving an applicant a boost even tho they might not meet normal admissions standards.</p>
