Can I get into Duke, Cornell, Dartmouth, Washington Un. in St. Louis?

Hi, I already posted this before, but now that the new SAT scores are out, I want to post it again

I'm a rising senior nervous about my chances to my dream colleges...Duke, Cornell, Dartmouth, and Washington Unv. of St. Louis....
Of course, I'll apply to several others good schools, but I really want to go to either Duke, Cornell, Dartmouth, or Washington Unv. in St. Louis (especially Duke). I'm thinking of applying Early Decision to Duke...will that increase my chances?

I want to work in World Health Organization (part of UN) and major in international studies and sciences (like Environmental Science) (with Spanish or global health minor)

Could you please review my resume and critique/evaluate? Thank you so much!

SAT I:
Nov.: 2070 March: 2110 June: 2250
CR:740 CR: 730 CR: 690
Math: 690 Math: 770 Math: 770
Writing: 640 Writing: 610 Writing: 790

SAT II:
US History: 710
Biology: 780
planning on taking math II in October

I know my reading score suddenly dropped...:(
but since the other reading scores are about the same...will the sudden drop affect my chances?
I focused on writing a lot this time because my writing has been my lowest in the past tests.
I know Duke and Dartmouth go by superscore (I know Cornell doesn't but....), so my superscore would be 2300.

GPA: Unweighted 4.0
Weighted 4.3
I'm ranked 17/400 which is top 5%

I have taken all gifted/accelerated classes (which is a replacement of Honors in my school)
Including next years' I'm taking 9 APs
(I have/will take most APs according to the academic process my school offers - I could not take any APs freshman year and maximum of 2 sophomore year)
Last year I took AP World History and got a 5. I also took AP Statistics and got a 4.
This year I took AP Lang, AP US History, AP Biology
I'm hoping the results are good :)

Next year, I'm taking AP Spanish, AP Chemistry, AP Calculus BC, and AP Gov/Economics

ECs:
President of Multicultural Club which I created
VP of National Honors Society
was Secretary and now VP of Environmental Club
was VP and now Executive Officer in Key Club

Symphony Orchestra Club
Science Olympiad
Beta Club

500+ volunteers hours through Mentor program, Fayette Care Clinic, Fayette Humane Society, and Atlanta Korean School

European Tour with Youth Orchestra during summer
CDC summer program
Girls State program (which deals with politics etc.)

Last time, many told me to raise my SATs which thankfully worked :)
And I'm a Georgia resident, not a resident of any state with the above schools (and I'm Asian if that plays a big role...)
So now that SAT is done, what are my chances?

Thank you so much!!

Being african does help since the competition there is lighter compared to asia.
