can my teacher do this?

I am going to my local community college and my third semester was just over. Wee... you know how that feel, but i just got my grade back from one of my class and i was ****ed. my teacher gave us a study guide for final and told us this is what is going to be on the exam. I studied my butt off on all the related materials according to the study guide and it turned out the final exam was completely had nothing to do with what he told us to study. 90% of the class failed the exam and i was 1% shy for the A. i got A for all my other classes and this B will totally mess up my gpa. i tried emailing him but he haven't get back to me. my question is, what can i do about this? can a teacher trick us like this, telling us to study one thing and test on another? if he didn't tell us nothing at all, then i would've study everything and get an A in this class. if he decided to ignore me, who can i talk to and change my grade?

If the teacher refuses to admit that he was in the wrong, take it up with the dean.

take a deep breath, then exhale slowly, one B is not going to kill you. if you say you got an 89 on the final and that brought your grade down to a B, then you messed up somewhere else throughout the year. blaming your teacher isn't going to help anything. professors are notorious for doing things like this. everyone is responsible for him/herself

OK so you need to work up the chain and give the proper respect where respect is due. Talk to People in the following order

Professor
Chair of Dept
Chair/dean of School(Engineering, Business, etc)
Student Affairs
Vice Provost
Provost
Vice President
President.

To be honest if the department refuses to change the grade, the office of tyhe provost is your best shot and they usually resolve all problems.
