Do they wait to see how many spaces are available from people who didn't enroll and then determine the number of appeals they will accept or they will not take into consideration how much spaces they have available when evaluating your appeal?

Talking mainly about CAL

Since (for transfers) the appeals decisions will be posted on or by June 1st, meaning that this is after the date the SIRs are due, it pretty much means they are waiting until all possible candidates that have been allowed admission to attend for the fall/spring semesters have finalized their decision. In other words, yes, they wait for everyone they accepted to enroll and then check to see if those who opted to appeal are eligible and present compelling information to be accepted into the school. The arguments for the appeal must be so compelling that they would actually WANT to take you in, since spots are so hard to come by (they have to actually see if your major is impacted, see if anyone graduated early, see if you can actually perform well, and make sure that you will actually go if you do get off the appeal).

This is coming from someone who has researched a ton about the appeal process and who’s appealing to Cal specifically.
