Can Someone Explain this Writing Question

<p>DZH, that is the correct answer. Yeah, it's a official SAT question from the online course practice test number three. I understand that D sounds the best but what does the pronoun "it" refer to.</p>

<p>people bla bla bla are cancer risks</p>

<p>People cannot be 'cancer risks'</p>

<p>The sentence above could be rephrased "Scientists have recently discovered that ...". "It" is used in the passive mood b/c the author of the sentence doesn't want to mention the operator of the action mentioned, or, the operator of the action is obvious and implied.</p>

<p>"It" here is like the "it" in these sentences "When it comes to AAA", which means "When it is the question of AAA" and "It is necessary that blah blah blah"</p>
