Can someone fully explain how submitting scores works if my application has been submitted?

I want to go to top colleges, yet have no test scores yet. I took the September ACT but no one has had their scores released in my area, and I don’t think it will be released anytime this week.

I have a few questions:

How important is a score to a stellar application?

I seem to be reading conflicting information, but what test dates are too late? The October ACT? The October SAT (this Saturday)?

Do i have to submit ALL scores?

Should I send scores directly to Questbridge via the testing agency, or should I send them to schools?

When do applications actually get reviewed, so basically: when is it realistically too late to submit scores?

To my understanding, it’s too late to submit scores for the Match after October. If you take the SAT or ACT in October, you would directly send those scores to the universities you ranked.
While scores are important, you can make up for it with other strong components as this applications is looked at holistically.
