I was doing some research for a relative and came across this current list of tuition for Americans to attend Canadian universities (see "International" on the right column):

Tuition fees by university

The prices range quite a bit (by school, province and major...Arts is usually the least costly with engineering and business being the highest) but there are some bargains to consider. This especially true for schools in Alberta, Manitoba and Newfoundland, but also a few in Ontario (such as Guelph).

Americans students get a healthcare plan (which often includes dental), for about $250 a year (but they can opt out I believe if they have other insurance). And often students qualify for a UPass, for ~$15 a year one gets unlimited public transit.

I've not looked closely at room and board but the few I have looked at seem comparable to US schools.

Americans can get a work permit while going to school (for on campus but I also think off campus work).

They also qualify for a 3 year work permit upon graduation (where they can work anywhere in Canada, but also roll that eventually into permanent residency). This is not a bad option when you consider the relatively low unemployment rate in regions such as Alberta (~4%): Where is Alberta’s lowest unemployment rate? | Calgary Herald
