I am a canadian citizen who lives in the US, and will soon go to college.

I understand that a big chunk of scholarship money comes from the college...

I also understand that Canadian colleges tend to be cheaper than American ones due to the Canadian government subsidizing them.

In my case.. let's say I have a 4.0 GPA, a stellar resume, etc.

My question: what colleges tend to be more generous in giving scholarship money, American or Canadian Colleges?

Merit scholarships depend on your ACT or SAT scores. Once you can tell us those, we can give answers.

It’s also heavily dependent on the school, so you can’t really make a blanket statement about whether American colleges are more generous than Canadian colleges or vice versa. Some American colleges are more generous than some Canadian colleges and some Canadian colleges are more generous than some American colleges. Some American colleges (including many of the most elite) give out no merit money. However, those same colleges are often the most generous in giving need-based financial aid (though fin aid is iffier for internationals outside of a handful).
For you, Canadian colleges (and specifically the ones in your province) are in-state for you, so they would be cheaper than most other options even without merit.

Many thanks for your replies… we will see next year about my SAT/ACT scores
