I heard that the UC appeal process states that you cannot appeal
on the basis of senior year grades. Is this true?

Seems unfair doesn't it? First of all UC's don't consider senior year
grades in the application process, but they do reserve the right to
deny admitted students who don't get an unweighted B average
in the senior year.

So the remaining basis for appeal is extra-ordinary extra-curricular
accomplishments or dire hardships that you overcame?

You cannot appeal on the BASIS of senior year grades. You're supposed to present new and compelling information not present on your original transcript, such as a C that was really an A, missing SAT/ACT scores, extenuating circumstances, etc. etc. Please do some research on the UCLA website.

So what's your point? You enter your grades into your UC application, without your senior grades, and they use those grades to determine whether or not they will admit you.

My point is that a UC appeal is pointless unless you are correcting
a clerical error you made or the UC staff may have made.

Not necessarily. UC appeals have been successfully made (without a clerical error involved), and it's not all about senior year grades, either. Anything that can boost your profile can be used in your appeal. Who knows? This last desperate attempt may open up a possibility in the end.

When is the deadline for appeal? I just want to try appealing UCLA for fun(due to my curiosity)

In fact, there was a change in my grades(I'm not talking about senior year). They also don't realize my socioeconomic bg. I think these can be valid reasons. Hm?
