Care to Chance a Prospective Penn Transfer?

Hey there, folks. I'm planning on sending in a transfer application to the University of Pennsylvania for the Fall 2014 semester. Would you be so kind as to chance me?

Current school: Honors Program at a Top 30 University
Prospective Major at Penn: East Asian Languages and Cultures
GPA: 4.0 (Dean's List)
Class Rank: 1/1525
Collegiate Extracurriculars:
-Senator in the Undergraduate Government (one of five freshmen)
-Selected to participate in a speechwriting contest sponsored by the Japanese Consulate (participating in March)
-Officer in the Residence Hall Association of my dorm
-Currently hold a weekly comic strip in the school newspaper, a Globe publication
-Selected for publication in the College's century-old lit mag
-Miscellaneous leadership-related retreats

High School
GPA: 3.8UW/4.3W
APs: 7 exams taken (all 5s)
Dual Enrollment: 4 semesters of Japanese at the local community college
ACT: 31 (math and science killed me, but I scored a 12 on Writing, and a 35 and 34 on Reading and English, respectively, and received highest marks in calculus both this past semester, and in my senior year of high school)
SAT: Not planning on sending
Leadership positions: Captain of the varsity swim team, president of the National English Honor Society, an officer in a number of other Honor Societies, and 150+ hours of volunteering, both as an English as a Second Language tutor, and a mentor for underprivileged children

I'm seeking to integrate my interests in art, creative writing, and Japanese under the banner of the EALC major, given that my college offers no such program, and I believe that I articulated well both my reasons for transferring from my current institution and why I feel Penn to be a good fit for the remainder of my undergraduate study. I've requested letters of recommendation from my Japanese and Spanish professors, and both should be solid, seeing as neither class was more than 15 students, and I have amiable relationships with both professors.

Well, that's all folks! Any guidance would be much appreciated.
