Colleges require financial forms that wants students to be able to have sufficient funds to provide for the full cost o of the college even though the student may receive financial aid/scholarships. However, what if my family's income is too low to even show that I can provide for the full cost of the tuition? Will I not even be considered for admission? Thanks.

The full cost include the scholarship you are requesting from the school

So the college first considers how much they would give you? So if it the full cost is $50,000, and they decide to give you $20,000, your certificate of finances MUST be at least $30k for them to accept you?

Proof of financial capability is required by US immigration service in order for the college to issue I20

what if you have been already living in the US with a temporary visa?
