Chance for Cornell pleease!!

Hi! I really need help trying to find out if I have any chance whatsoever at getting into Cornell!!

Im a half-Mozambican, half-Portuguese senior high school student living in Portugal and i really really wanted to study in the US (i want to go to Cornell for engineering), but I dont think I have any chance at getting in on Regular decision, so i was planning on applying Early Decision...

The problem is, in Portugal sophomore year is the hardest and busiest one and last year it was impossible for me to take the SAT last year so i'm going to have to take it in October of senior year for the first and only time (so, in 2 weeks!) and hopefully get the SAT results back in time for me to send all my application materials before th Early Decision deadline... Plus, i would have to send in my Subject SAT results late because, for the same reason, i can only take them in November!

Here is my stats:
- I play volleyball in the national federation (3 years)
- I've done some volunteering for the Red Cross
- I am at the top 5%-10% of my class
- won Honor Awards at my school in 10th and 11th grade for my GPA. However, my GPA is of 3.6, which is really good in Portugal because it corresponds to 18/20 here and you can rarely get a much higher GPA than 18 or 18.5 at demanding high schools like mine, but i know that for the US its low!
- We don't get to choose subjects, only areas, so i took the hardest school area, Science and Technology, which includes these subjects:
Math A (which is the hardest one) - 18/20
Physics and Chemistry A - 18/20
Biology and Geology - 19/20
Phylosophy - 19/20

I've taken a diagnistic test in my Kaplan study book, and only got 1900, so i'm afraid it wont be enough... But i dont wanna miss out on this opportunity! I really wanted to get into Cornell, i would be very thankful if anyone could chance me please! I really need to know now if I should apply!! Thank you in advance !

I used to live abroad and am familiar with the test scoring. 18/19 out of 20 is fantastic, very few students can achieve these marks.

I think your chances are good provided you can improve your english to the point where it is a closer match to your intellect.

Thank you  Yes, but it still gives me a pretty low GPA… If they consider that i guess it’s good, but in Cornell they seem to evaluate international students’ applications the same way they evaluate Americans’… Only considering GPAs…
My English is not perfect, but i can speak fluently, the problem is i can’t seem to get more that 690 on my CR on the practice SATs that i take! :/

Ah, also, i would have to be applying for a financial aid! Probably 100% aid needed  does that put me at a big disadvantage?
