The only thing I see as a hindrance is your UW GPA, but besides that it looks as you have a very good shot at all these schools considering your ECs. But as always, some of these schools are reaches for everyone, no matter their stats.

You have a bunch of reach schools on the list mainly due to the competitiveness of these schools, a mediocre GPA and SAT2 scores (for those require subject test). There are only a couple schools that can be considered matches.
For instance, the admission GPA for UMich CoE is 3.9 and the admission average ACT is 33 last year. Their admission rate was around 27% last year including in state students. The admission rate would be much lower this year (for UMich overall, it went down from 33% last year to 26% this year). That means the OOS admission rate would be below 20%.
^ His ACT score will totally cover his SAT score, but still ACT 34 is not really outstanding for most of the schools on the list even it is a good score.

Your EC’s and ACT is pretty good just your GPA and SAT is a little low for some schools so just submit your ACT
UMich considers GPA to be very important, and more so than test score. 3.83 is below admission average for UMich (3.85) and particularly for Ross pre-admission (average is 3.89). The admission rate for Ross is below 16% this year while ACT 34 is just one point above average. Considering the low admission rate, OOS status, and around average stat, UMich Ross would a reach. For LSA at UMich, it would be a low reach to very high match with around average GPA and 75th percentile ACT score. The OOS admission rate for UMich overall is around 20% this year.
For UC Berkeley, did you calculate your UC GPA?
I think your scores and GPA are a little on the low side for your top 5 schools. But your ECs are good - I suggest sending in a music supplement and write essays focusing on that aspect since its so prominent in your ECs! I think you’re a good match for Boston College, Georgia Tech, etc!
