I had health/mental health problems during freshman and sophomore year that affected my GPA negatively so my UW GPA is 3.45 and W GPA is 3.8 (very rigorous course load in a competitive high school). I wrote a personal statement regarding this, but I’m not sure how much weight that carries in terms of amnesty.

What am I looking at in terms of acceptance to the arts faculty and the life science faculty?

Arts is a safety
For life sciences your GPA seems a bit low but if your explanations in the personal statement are reasonable then you might have a chance. Also, McGill doesn’t count freshman year so only send them sophomore, junior and senior years (senior year weights the most). Your ACT is pretty good.
