Chance for transfer students without guaranteed transfer option?

Hi all! I am a prospective transfer student to Cornell ILR School. AS contract schools which offer some guaranteed transfer option to first-year students, do ILR/CALS accept very few out-state transfer students without guaranteed offer? If not, can anyone provide some statistics about the approximate number of accepted transfer students with &without guaranteed offer? If ILR accepts 150 transfer students, approximately how many of them have guaranteed offer?
