I know my test scores are kind of lagging and I am hoping to take the ACT and more SAT IIs before the RD deadline, but am concerned if I have a chance EA/ED considering my current scores.

You have a chance, but there are so many talented applicants to all of those schools that your odds may not be fantastic even with a strong profile. If none of those schools stand out more than the others you might try applying to all to increase your odds of getting in, but if you can find even a top half that you prefer more it may be better to apply to only those.
