For the UCs you should be a strong applicant - you live there and you act is above average - so you’ll should fare well there. For UPenn, it is a reach for everyone, unless you have parents who are legacies and contribute serious cash, and with the 3.8 and the 31 it’ll be really tough

You don’t have a chance at Berkeley, Cornell, Upenn, and Amherst because you need to be amazing at something outside of school. You’re just a good student. I would think every other school is a reach for you except emory, BU, and NYU. I would pick Gpa-focused more schools like Emory where they just let you in if you have above a 3.75.
