UC’s tend to be GPA focused so going to a competitive HS will be considered but you will be still at a disadvantage.

my UC gpa is a 3.7

Target UC’s would UC Merced, Riverside and Santa Cruz. Although stats alone will not determine your chances, they do give you an indication of how you compare. 2019 stats will be released late January/early February, past the application period for the UC’s so apply to any schools of interest but have some solid safety schools on your list that you are willing to attend no matter what. Also look over the Decison threads from this year’s incoming Freshman class to see how students in your GPA range fared.

Some good safety schools would be Sacramento State (excellent location for your major), your local Cal state (since you get priority). Also consider Loyola Marymount and Occidental college since they will consider LOR’s and your EC’s more heavily in their decisions.

UC GPA of 3.7 is capped weighted or fully weighted?

Do you know how you compare to the median/top of your class? Even if your school doesn’t rank, there should be some indication of how you perform relative to the rest of the class in the school profile. Colleges will look at this to help judge your GPA. It does help contextualize why you have a GPA that is low relative to your standardized test scores (similar situation as many at my daughter’s school, which is also somewhere up there in the CA rankings.)

Capped

I think the GPA will hurt you but your extra curricular a are very impressive so you definitely have a chance. You are compared with other students at your school so if GPAs are consistently low then they might overlook some of it. Test scores are also excellent so I think that you definitely have a good shot at a lot of the schools on your list. Good luck!
