I am currently a second year international student studying computer science and I will be applying for transfer in Feb.
I do not know if they consider high school extracurricular activities so I will skip those and stick to the ones I have in college.
GPA-3.6
SAT-2120
Extracurriculars-
1)Research in machine learning-1st publication in december and a new research project from there onwards)
2)Internship in web application development -to provide students,in a remote location, with the resources to access the only well equipped lab in the region to perform tests and get the results easily.
3)Summer Program- Studied server side programming at a govt funded research institute for one month and developed a messenger application of my own.
4)Worked as a teaching assistant/tutor under a scheme to pique the interest of and assist new students in computer science.
5)Again, I do not know if this actually carries any significant advantage but I have developed a plethora of projects of my own. These projects encompass about 13 languages and 9 technologies. Also, I have completed 5-6 courses online such as advanced algorithms, machine learning, quantum computing, quantum cryptography and Computer architecture.
6)Member of the computer science club which represents the university in various competitions. Currently ranked 18261/625000 on HackerRank.
I would also like to know about any university that I may seem qualified for and whether or not my projects actually matter.

For UCB/UCLA, you need a minimum 60 semester/90 quarter units to apply along with fulfilling the required General education requirements and major course requirements. I would check assist.org to make sure your courses align.
UCB’s filing period for Spring transfers is Nov 1- Jan 3.

UCLA does not accept Spring transfers.

UC’s are only concerned about what you have done in college, so your GPA, EC’s/jobs/internships and personal statement. HS GPA and test scores are not considered.

I am applying for fall and most of the deadlines for that are in feb-march period. I"ll have 60 credits by the time I transfer if I get in.
And based on these, do I stand a chance?

Based on the UC grading scale it is still 3.6

I am a transfer student so if you are going in as a freshman I am not sure. On top of that, my major I applied for is in the International Studies school. However, as you are a computer science major you do not just only apply to the UW you apply to the major as well. I think they even have different application deadlines. I’m really unsure how to help you, but I really wish you good luck on the process. I think UMN is very doable and UT Austin or UIUC are also possibly doable. CS is oversubscribed at many universities and competition into the CS departments is keen. Most of the state universities prioritize transfers from community colleges within their state. @Aharris1105 has great advice.

If you’re transferring from an IIT in India, METU, Sharif University, or a similar school, a 3.6 would be solid for transfer. Otherwise, coming here for your MS or PhD might be a better bet.

I’m unfamiliar with the transfer process, but I’ll try to address your other points below.

If your publication is in NIPS, ICML, COLT, ICLR, KDD or another venue of that caliber, you are in at basically any school, Caltech, UW, MIT, wherever. If not, then I’m not sure how they will evaluate your publication. An interest in research coupled with a foray into machine learning might help you a bit, but I’m not sure how much transfer admissions considers that.

Can you get a strong recommendation from your professor? If so, this will help you.

Is there any way you can document your achievements in CS, perhaps with a portfolio. This would certainly help with graduate admissions (MS or PhD). I’m not sure how much it helps with undergrad transfer admissions, but it can only help you. What platform did you do them on? OCW? EdX? Coursera?

Your projects are awesome. I’d love to hire you at my company, based on what you’re saying. I hope your enthusiasm for computer science shines through your transfer application and the admissions committee picks up on this. But at the same time, grades are the primary criteria for transfer admissions. Your SAT scores are fine, but are a bit on the lower side for CS at a top university. A 3.6 might be fine, depending on how your university is perceived .

I’d say you’re possibly in at UMN, and maybe UT Austin or UIUC. The others would be reaches.

Well my GPA is low but I am getting it up this sem and I have been doing well so far fingers crossed. Thanks a lot for the answer. I used Edx and Coursera for this but I plan on putting all of it up on my github and possibly built a site around december and display it there.

That sounds like a great idea. I think it always reflects reflects well on you if you show you are trying to make the most out of the opportunities available to you.

Can you afford those choices?
Transfers are hard; as an international transfer-in an impacted major-your chances at the public universities in California will be tough.
