Your ACT is not bad, bit it would be better if it were even just a point or two higher. Your GPA is a bit on the low end, but if you had an upward trend, then that could help. Your activities are fine, as long as you can really talk about each and every one of them. I would say umich is a bit of a reach for you, especially since you are OOS.

When you apply to the College of Engineering at umich, your choice of major has no bearing on your chances of admission. Every engineering freshman comes in undeclared, and you can only declare after completing a set of core requirements for engineering students. One thing to be aware of is that the environmental engineering program here is not ABET accredited. When you start job hunting, you will realize that many engineering jobs require a degree from an ABET accredited program. If this is the kind of area you are interested in, you may be better off doing civil engineering.
