Chance Me + Other Questions (Int'l Student)

I'm from the Philippines, and I am interested in applying to universities in the US, Singapore, HK and Australia. I am actually currently enrolled as a freshman in our state university, but I'm considering taking up Engineering/a Biomedical field overseas. (Apparently, some universities allow students like me from non-US style schools to apply as incoming freshmen. Is this right?)

My GPA is around 3.7 (We don't really use this grading system in our country, but according to converters, it's around this number.) I was part of the top 7% of our graduating class.

SAT1: 2180 (680 - Reading, 800 - Math, 700 - Writing)

SAT2: 710 Biology E, 710 Chemistry, 780 Math 2

*I graduated from a secondary school that specializes in science and is funded by the government. All students are considered full scholars and receive around 10USD (500 pesos) as a monthly stipend. Our subjects include Maths (Algebra, Geometry, Trigonometry and Calculus), Sciences (Earth Sciences, Integrated Science and 3 years each of Biology, Chemistry and Physics), Technology (Technology Skills, Engineering Drafting, Computer Programming in C++, Java and Python) and Humanities (English, Values Education, Physical Education, Health, Music, Filipino, Social Sciences + Economics)

*Currently, I am enrolled in a highly selective accelerated medical course in the state university.
