<p>Don’t worry because the application will ask 1) if you are a US citizen or Permanent Resident 2) Where you were born 3) where were your parents born. The OP will be categorized as a black international student.</p>
<p>Most blacks attending “elite” schools in the US are either recent immigrants or the first generation children of African or Carribean imigrants. While blacks are underrepresented over all Blacks from Africa and the Carribean are not underrepresented. Blacks who are underrepresented are those who have multigenerational roots in the US and outreach is being done to recruit more of these students.</p>
<p>At the end of the day, OP is an international student. However, there are schools that are need blind to residents of Canada and Mexico just like they are need blind to US citizens and permanent residents. </p>
<p>I would advise against applying ED unless he is sure that his parents are OK paying full freight to attend Duke.</p>

<p>With the exception of HYP, if your parent make $150,00 in income, once assets and home equity are factored in, you probably will not be eligible for too much need based FA. Once again, if money is remotely an issur, cast a wide net to insure that you have schools on your list where you stand a good chance of getting merit $$.</p>
<p>I have Canadian schools on my list, all at which I will be able to pay almost full tuition with merit based aid. Those are my safeties.</p>
