Parents are already funding UCLA for the older sib, so they evidently know what they’re getting into and are willing/able to pay. We can all have our opinions about whether UC’s are worth the OOS price tag (I wouldn’t do it, personally) but OP is gathering info and apparently all options are on the table.

It’s amazing how many people know exactly how much I should pay for my education, especially when I’ve asked no one that question. This forum may not be for me. I know my brother had a positive experience here but I cannot say the same. The facts and figures are helpful but I think I’ve had my fill of the rest.

Which of these schools are direct-entry into the major? I know the UCs require applicants to apply to their intended major, but I’m not sure which of the others are the same, though I suspect NC State is, as well. Obviously, your portfolio will play a key component here. As you indicated that you want to be chanced as though you were a general applicant (i.e. not considering portfolio aspects), I would categorize your schools as:
Likely: PSU, JMU
Match: Clemson, NC State
Reach: UGA, UMD, UCLA, UCSD, UNC
Do you have any interest in playing soccer in college? If so, intramural, club, varsity? You also seem to have a strong preference for big state schools on the coasts. Are you set on these schools as your list or are you looking for additional suggestions? If you are looking for additional suggestions, what are you hoping for out of your college experience?
With respect to the finances part of the conversation, when a poster has confirmed that the family’s willingness and ability to afford the budget without loans, then I will usually provide suggestions for the budgeted amount, though if the student mentions grad school we can ask if money saved for college could then be used for grad school (or house down payments, etc). But as this family is already paying for UCLA out-of-state, they know what they’re getting into.
But often times when questioned, it turns out that many posters’ families aren’t aware of the costs, or they will be taking out significant loans, etc. That is when many people on this board act as fiduciaries (i.e. acting with the best interests of the poster in mind) in mentioning the finances and less expensive alternatives.
