Like gatorgirl mentioned you Notre Dame seems like a plausibility for you. I had around the same specs as you last year with the ACT and low GPA, I’m sure it definetly hurt my chances for the top 10 colleges but as long as you write solid essays I wouldn’t be surprised if you got into numerous top 20 schools.
