Chance me please! UT Austin PGE (Petroleum Engineering)

I always wanted to be a petroleum engineer, and UT Austin has the #1 PGE major in the USA (yes, better than MIT, Stanford, etc.) I realize it is competitive and they only admit 90-ish students.

Here are my questions:
1. How many people apply for the PGE major?
2. If I am in 3-4 clubs, and am deeply active in one, BUT HAVE NO LEADERSHIP POSITIONS (my main problem that could cost me), do I have still have a good chance? I have a perfect GPA of 4.0 (unweighted) and I am in the top 0.1% of my class of almost 1000 kids! My SAT's are around 2150's, here are my most consistent results (still haven't taken the real one)
Math: 800
Reading: 620 - 700
Writing: 690-780
So my Reading+Math (what UT Austin looks at) is 1420 - 1500. The average for UT Austin PGE (on their official site) is 1372 (2013 statistics).

Basically what I'm worried about is my lack of ANY leadership positions. I do have a part-time job, but only work on Fridays.

If you could please, chance me for Engineering Honors as well.

I realize I don't have much listed for a "Chance me" thread, but I'm a sophomore that's really worried about my chances.

Thanks so much for any constructive answers!

I will also add, I am taking the most vigorous courses offered in my High school. I am going to eventually take 14 or 15 AP classes throughout my 4 years. I consider myself above average (not stellar) in math, as I have come close to making the AIME (118.5 on AMC 10) and I am taking Calculus BC THIS year (as a sophomore).

Take the sat. Find your numbers and you are only a sophomore, run for an office of the club you are interested in. If you don’t win, build up your résumé as much as possible. Go to leadership camps over the summer if you can. Check and see if ut has summer camps for college students in engineering. If so, do what you can to go to show interest in their school, interest in the program, and let them know who you are. Leadership comes in many forms. At school, in your community as a volunteer, keep thinking of opportunities. Do what you enjoy. Organize a walk to raise funds for a cause, etc. good luck.
