Chance me please? UT Austin, UGA, UNC, Ohio State etc etc

I'm a rising junior but this is what I'm expecting by the end of that year. ( I didn't preform very well sophomore year, so keep that in mind)
Weighted GPA: 4.1, UW 3.6
Decent ECs, no major leadership rolls, but lots of participation, (also I plan to volunteer in Africa next summer)
HOPFULLY a good essay (i've been told i'm a good writer by many teachers and friends)
Expecting between 1900-2000 on the SATs
I'm 100% Caucasian, no legacies or anything. I don't need financial aid. I'm an NC resident, I don't know what being in/out of state does to my chances.
With all this and good recommendations, what are my chances at (i know some are a big reach):
UT Austin (my top choice, if I could ever make it happen!)
UGA
UNC-Chapel Hill
UNC-Wilmington (safety)
Ohio State
Penn State
UWI
UC Santa Barbara
NYU
College of Charleston

THANK YOU

why only state schools? they arent that cheap when your OOS

I know they’re not cheap, but I have a family member who works at Duke University and I get $20,000 towards any out of state public school for each year, so it’s not that much different cost than in-state for me. And I don’t think I could get into many good private schools.
