I’ve done competitive rowing for all four years of high school. Not a captain, but I did row on varsity for my junior and senior years.

You’ll be fine. And yes, it definitely does matter if it’s in-state vs. out of state (In-state is much less competitive, but still selective).
You would be a good candidate for the Honors Program with that record of achievement.
