Chance me please?

I’m an international student applying to places like Dartmouth, Williams, Macalester, Emory, Harvard, Knox, Lafayette, hopeful for financial aid too. My stats are as follows:
SAT I: 1420 (740 Math, 680 Reading/ Writing)
SAT II: 740, 750 Math I and II
GPA: between 3.8 and 4
O levels: 6A*s 3 As, A levels: AAAB internals and straight A’s expected in external exams
A level Courseload: Economics, History, Math, Sociology, Global Perspectives
ECs: President of Debating Society, MUN Society, Founded a teaching club, Editor of the School magazine, did soccer league in 9th and 10th grade, about 400+ hours in community service at various organizations including raising about 10,000$ for a charity event, event heading and being a director at 3-4 events too, have also some political activism activities, protests and all, National Spelling Bee team member, some smaller stuff too which I won’t be mentioning

Personal Essay: 8/10 I wrote about how I overcame my stutter to come into debates
Recommendations: counselors 8/10, Teachers: 3 and probably 9/10 each including one my debating coach, I’ve been pretty close to all of them

Soo yeah, and should I write an excuse about my SATs, I only could take them once and didn’t have enough time to practice for them and didn’t have many resources to study for them either, nearly winged all of them.

Don’t write an “excuse letter.” They don’t want excuses, though they may want explanations. Schools won’t accept not having the time for them a good explanation anyways. That being said, your sat is kind of low for many of these schools like Harvard, Dartmouth, and some of the others. Typically, US schools do not provide much financial aid for international students either, so I’d do lots of research to make sure you can afford these schools.
