<p>Your ECs, scores, and transcript are all very impressive, but your SAT IIs could drag you down if they are substantially worse. You should definitely only send your ACT scores. All in all, excellent candidate for UPenn. Good luck!</p>

<p>Sending in your SAT won't hurt, as your ACT score correlates to approximately the same thing. However, not sending in your SAT means not sending subject tests. If you wish to avoid them, only send the ACT. And Penn accepts a good number of students who use only the ACT.</p>
