Chance me to the University of Washington? - an International Student

So i'm applying to the University of Washington which surprisingly doesn't require sat or act for international student, however, i still submitted my (so-so) score. I'm wondering what aspects do they consider to be admitted.

ACT : 23 ( retaking on 13 December, but won't be able to submit before the uw deadline)
TOEFL: 100
GPA: 3.2

I joined speech&debate club in my school and have won several competitions, tennis, piano, and also violin. I'm technically quite active in school organization as I elaborated in my forms.
I know there isn't enough information. But do you guys think I can reach to get in?

Your TOEFL is okay, but your ACT is low and your GPA is substantially below the majority of admits. ECs aren’t going to help the numbers much, so you are a pretty long reach based on what’s here.

I assume your ACT English score is 22 or greater and you have your CADRs completed?

you can still submit the act you get after the deadline but you still have a chance, they read all applications. You have a good chance if your essay is good.
