Your safeties would be Rowan Engineering, plus UAlabama Honors since you have the “automatic presidential scholarship” profile.

You have to look at their respective scholarships page. Since Rowan is less selective, it’d be the one likely to offer the highest amount. TCNJ and Rutgers are both more selective, so getting scholarship money may be harder to come by, but they have competitive or automatic scholarships you’d likely qualify for. Check out the website.
Nice work! Your SATs are fine. Compatible with my son’s (your were a bit higher in math, he was a bit higher in CR, writing really wasn’t as much as a factor). He was a civil engineering major, HS Class of 2009 (when the economy was shot to heck). He was accepted at Cornell, Virginia Tech, Penn State. Took the 4 years of tuition and housing at Rowan, which was MORE selective at that time than Rutgers. He’s glad with his decision. Doesn’t feel he needs to take a back seat to any of the Cornell students he’s collaborated with. Likes his job and the job seems to like him.
I’m not familiar with the pros/cons of bio engineering at Rowan, other than they’re erecting a new building for it.

As far as Cornell, the most important hurdle (more than a few points on you SAT) is the interview with an alum. Concentrate on that. Remember Socrates, who showed that the wisest man in Greece wasn’t the one who pretended he had the answers - it was the one who asked the right questions.
Where are you planning to start your career? That should be a factor in your decision, too. Some people love Boston, some learn that they don’t. Do you prefer one-on-one accessibility to a professor, or to be taught by a grad student or an assistant? Do you prefer a frat atmosphere, or a club atmosphere? Would you prefer watching the Big Football Game or playing flag football, either club (against other schools’ club teams) or inter/intramural?
If you plan on attending Rutgers, the annual price is about the same as Rowan and TCNJ. But you are likely to attend a 5th year of undergrad at Rutgers. I don’t know of many who graduated in 4 years, class availability being an issue from the many I’ve known and talked to.
Drexel is a 5-year plan, too, but that’s intentional. Co-op. Other than that, I can’t say it’s worth twice as much as your NJ alternatives. I don’t know what Penn State and Penn can do for you that’s worth more than the other schools in your chosen area.
Biomed might be worth looking at TCNJ. For other engineering, there’s better choices in NJ. As far as TCNJ being “more selective” than, say, Rowan, it depends on the major. Rowan is bigger. TCNJ’s facades are nice. The interiors? Meh.
Don’t be afraid to pop-in to the schools apart from the official tour, Mondays thru Thursdays are best. Talk to the students & professors. Look for nooks & crannies where you can work (the less time in your dorm or apartment, the better). Maybe try to sit in on a class or three, with permission.
Transferring is an option if you’ve found that you made a mistake. But odds are long, and the price is high. Remember, it’s a stop on your path, not the destination. You’ve worked hard and earned your credentials. It takes a millisecond to flush them away. Be wise.

EC’s a great, goos SAT as well. GPA is a bit low for the Ivys. I think you have a great chance of getting into all of the schools that aren’t ivy’s. Its hard to predict the ivys due to their small acceptance rate.
