I'm entering senior year after this summer and plan to apply for the College of Science and Engineering at UMN:TC. I'm applying as a non-resident from California. Here are my stats from high school:

Unweighted GPA- 3.78
Weighted GPA- 4.31

ACT Scores-
27 Composite
28 English
33 Math
25 Reading
23 Science

(Each AP/Honors class counted was completed for both semesters per year, so if you count them by semester, just double the numbers)
Total APs- 3
Total College Courses- 2
Total Honors- 7

SAT II's:
Chemistry- 740
Math II- 740

Extra Curricular Activities:
Volunteer at UC Irvine School of Medicine
Volunteer at Kaiser Permanente Hosptial
Volunteer at the Public Library
Secretary of the club Students Medical Research Foundation

You should have a pretty good chance although I think that maybe you should have more APs but I am sure you wont have much of a problem getting in.

I say you have a decent shot. You have great extracurriculars and a competitive grade point average. The only thing you may have to worry about is your ACT score. 88% of people admitted to the College of Science & Engineering had composite score of 28 or higher (Luckily you are on the edge of this). The average composite score was 30.6.

I know a few people who had worse scores than that who got admitted though.
