UC Berkeley as an OOS applicant will cost around $65K/year to attend with little to no financial aid available. I would run the Net Price calculator before applying.
As an applicant, you do look competitive for UCB but you should consider it a Reach school. Also UCB, like all UC’s have their own GPA calculation and being OOS only AP/IB classes taken 10-11th grades will get the extra weighting in the calculation.
Here is the calculator and please post unweighted UC GPA, Capped weighted UC GPA and Fully weighted UC GPA.

2018 Freshman admit rates for UC GPA of 3.80-4.19 capped weighted and not major specific:
UCB: 10%
2018 Freshman admit rates for UC GPA of 4.20 or above capped weighted and not major specific:
UCB: 37%
2018 UC capped weighted GPA averages:
UCB: 4.23
25th - 75th percentiles for ACT:
UCB: 30-35
You have the academics to get in at a lot of places. I’d add many more schools to your list. I think you’re a stronger applicant than you believe.
