I know my Ecs are super weak, so I’m trying to be realistic in my goals. Any feedback would be great

For most colleges, there is a large difference in acceptance rates between biochem and Chem Engineering. Also your ECs are “super weak”, they’re average. They’re fine for most public universities, unless they have more “holistic admissions”, like Berkely or GTech. They will likely be fine for UIUC, Wisconsin, and possibly Michigan.
Safeties: UIUC Biochem, Wisconsin Biochem,

Targets: UIUC Chem Engineering, Wisconsin Chem Engineering
High Target/ Low reach: Michigan Biochem
Reaches: Michigan Engineering
High Reaches (and also where average ECs can hurt your chances): Vanderbilt, Berkeley, Johns Hopkins, USC, WashU, Northwestern.

WashU might be the best bet for an acceptance at a Top 20 based on OP’s stats/ECs.

I would take out Berkeley from the list since it’s going to be the same cost as a private.

Your best bet is probably UVA–for top tier schools. UIUC will be a solid target, and Ohio State would be a safety that will give you loads of money.
