Okay, well I can chance for NYU. Stanford, and Tufts. Your friend, even with legacy, does not have a good chance at Stanford (unless of course there would be a major donation, and it would have to be big) because the ec’s are bad, and there is no leadership nor passion that I can see. But since you claim that 10% of the class goes to Stanford, perhaps it may be a high reach with the legacy. The volunteering is not good at all and sounds like it was just there for the resume in my opinion, so that won’t really help. The course load is a bit weak in my opinion (for Stanford). The test scores are solid. And the GPA (if a 4.23 is valedictorian) is good. As for NYU and Tufts: NYU - Low reach (maybe: your friend doesn’t really seem to do anything meaning outside of school), Tufts - Reach.
