I consider myself a very good writer, and both my parents are professional writers who will be able edit my essays, so I'm confident they will be high end upon submission.

i thought u needed 4 years of a foreign lang
and ur GPA is a bit low

Your GPA is on the lower end, but your test scores are impressive. ECs lukewarm, but a well-written essay can work wonders. UPenn will be a low to mid reach for you.

As for the language requirement, you do not need four years, as I only had two.

^Phew. Had 4 years, but dropped Spanish 4 to take AP Biology.

I doubt the requirement changed for CAS since I applied last year, but check online to make sure.

Looks fairly weak to me. GPA visually weak and even if explained away by quality of the school a bad position to be in. ACT excellent but SAT I weak. ECs ordinary. Lack of a standout EC or accomplishment.

You don't have a chance

Oh stop, s/he does so have a chance.

a boy scout.. hell yea represent. haha that shouuld help you out a lot

GPA is important only in the context of class rank. Without a ranking system, then rigor of school & coursework become more important factors. I think that your GPA is fine, as many high schools hand out "As" too easily to too many students. Often this is done at public schools to insure students can qualify for state lottery supported scholarships in college. A 3.5 GPA at my son's former prep school would qualify one for academic success at any Ivy. I don't think that any student has ever graduated with a perfect 4.0 or the equivalent. A GPA of 3.8+ on a 4.0 scale from many schools is not a valid indication of true intellect & hard work. Your ACT score of 33 is outstanding. You certainly are well qualified for Penn.
