Chances and admission opinions to these colleges?

I'm aiming for a 26 on my ACT and 1600-700 on the SAT.
My GPA has increased from like, a c+ to a B and will probably be a B+ or an A- by the end of this year, and hopefully an A by the 2nd quarter of senior year!!!!
I have a good few hundred hours of community service at food banks, community centers, farms, and shops for the underprivileged.
I've taken part in varsity sports such as cheerleading, volleyball, lacrosse, track, and softball outside of school. ----I'm not on the top rankings as an athlete but am still definitely enthusiastic and I enjoy sports.
The first two years of high school have been difficult and somewhat of a failure but this year has really started a success streak.
So now that I've summarized all that stuff, can I get some opinions on chances and admissions to:
SUNY Cortland (top choice)
SUNY Oswego
SUNY Buffalo
SUNY Albany
