First, my stats are weak. 3.7 UW GPA and a 4.0 W; and a 26 ACTs; with two pending subject tests scores on the way. I am not a URM.
However, my extracurriculars are very strong. Leadership positions in about 4 clubs, 2 internships, a lot of community service, summer programs, and long-standing work/activities outside of school. Also solid essays, letters of rec, and interview.
The only thing weak about my application are my stats, which are comparatively lower to usual Ivy League applicants. Applying to the College of Arts and Sciences with an individualized major. What do you guys think? Any chance at all?

uh sorry but prob not… btw before you read Im gonna be completely honest with you… no sugar coating whatsoever =P so forgive me XD anyways…
Its not ur GPA thats bad… its that ACT score. The first thing colleges (or at Upenn) look at is your SAT/ACT scores… yes thats right. Standardized test scores are VERY important. And I know this cuz my friend went to Upenn CAS and she told me this. If your way below the standard, they wont even consider your remarkable extracurriculars. Basically, they toss your application in the “definitely not” bin and thats about it. That’s b/c GPA varies greatly from school to school so a 3.7 at your school might be more valuable than say a 4.5 at another. Thats the whole point of the SAT/ACT… its so they can compare students at the same level. With that being said, your 26 indicates to colleges especially mega competitive ones like Upenn that your GPA is “inflated.” Your extracurriculars wont help you out if you can’t make it through the “academic round.”
