Chances for Architectural Engineering?

Hi! I'm a senior in high school at a private catholic school in northern California, and CU Boulder is one of my top choices right now. Is the Architectural Engineering program difficult to get into? I know it's one of the few schools that offer it, so I'm hoping I can get in. Here's my stats:

School: Private
Race: Hispanic ("National Hispanic Scholar")

GPA (9-11): 3.81
SAT Reasoning: 2010
SAT Subjects:
- 540 English Lit
- 560 Bio E
- 580 Math II

Honors / APs:
- Soph: Honors English
- Junior: AP English Lang
- Senior: AP English Lit, Honors Physics, Honors Choir

Extra Curriculars:
- 4 years in Concert Choir
- 3 years in the A Cappella group at my school, 1 year Co-Pres
- 2 years playing mallet percussion in the Concert / Marching Band
- 2 years in the Student Coalition on Respectful Education, 1 year in a leadership position
- 1 year as a Peer Helper (freshmen help group)
- Studied Kajukenbo for 8 years, and am now a 2nd Degree Black Belt. Stopped after sophomore year due to schedule issues and time constraints.

Volunteer Work:
- Recent trip to the Philippines to volunteer at a free medical clinic for children and families on a remote island in the province of Bohol. We also visited and helped out at a battered women's and children's center.
- Weeklong immersion program in Salinas, California, where a group of students did volunteer work while learning about the problems with immigration in our country.
- A couple volunteer trips to various Crisis Centers near my school and a trip to feed the homeless in San Francisco.

Also i have a few questions!
* Does CU-Boulder look at SAT subject tests? Because i screwed up pretty bad on those, although I plan on retaking them.
* Do they look at your race? Not that I'm counting on that to get me in... But I know that the UCs (Universities of California) don't use affirmative action anymore. Does CU-B?
* If the Architectural Engineering program is too competitive / hard to get into, would I be better off applying for Civil? Or maybe even undeclared, then transferring in?
* How does CU-B calculate GPA?

Thanks so much in advance!
