Chances for California Schools?

Current Junior from Texas. I'm planning on applying to the following colleges and I'm going to major in Civil Engineering. I might apply for the UC's, but I doubt that I would be able to afford them (SOOOOOO EXPENSIVE), so I would only go if I was offered some sort of scholarship:

Cal Poly Pomona (Top Choice, I loved my visit there)
Cal Poly SLO (Probably won't apply since my chances may be too slim)
Cal State Fullerton
UC Irvine
UC Santa Barbara
UC Santa Cruz
Cal State Long Beach
San Jose State
San Diego State
Cal Baptist University
San Francisco State

Schools outside CA:

Utah
UT Dallas

I sort of messed up since I didn't take any honors or AP classes my freshman or sophomore year due to home and family problems . I really slacked off my freshman year, but became a lot more serious and became more dedicated to my studies starting my soph. year.

CSU Unweighted GPA: 3.83 (Could possibly become 3.77 by end of year, balancing between 89 and 90 in AP Statistics :/ )

CSU / UC Weighted GPA: 4.22

Schedule this year:

AP Stats
AP Environ Sci
H Physics
H Precal
AP Psychology
English 3
US History
Health / Speech

My Schedule next year:

AP Calculus BC
AP Physics C
AP Government
AP Economics
AP Literature & Comp
Agricultural Mechanics
Intro to College Engineering (Dual Credit)
Art 2 Ceramics

ACT: 25 (E22 M31 R24 S24 W8/12)

(Though Cal Poly Pomona's Civil Engineering department puts a big emphasis in ACT Math scores while considering admissions, so could a 31 help me that much?)

Didn't study the first time, but studying now and going to retake... hoping for at least a 27 or 28.

Haven't taken any AP Test's yet.

EC's:

Football 9th Grade
Computer Science Club: 1 year
Church Youth Group: 3 years
National Honor Society: 3 years
Peer Assistance Learning Program (Help mentor elementary students) : 3 years

Awards :
Algebra 2 Student of the Year

Over 125 volunteer hours.

I worked at a restaurant during the summer after my sophomore year, and I'm going to work at a waterpark this summer.

I have currently been running a successful YouTube channel were I have been making reasonable revenue since 2010 (And yes it is appropriate content :P )

That's about everything that I can put. So, what are my chances for acceptance for the schools that I've listed? I know they may be a little bit worst considering that I'm from Texas, but I have family in California (So please don't bug me about it not being reasonable or anything) Thanks in advance!

Have you run the net price calculators and compared the resulting net price to what you can actually afford to pay?

UCs will likely be $22,000 per year short on the financial aid to out-of-state students.

CSUs start out cheaper than UCs, but do not appear to have as good financial aid (and even less or none for out-of-state students).
