Yes the Black Student Alliance (BSA) at Duke has been quite active on campus for many years (since the 1970s). For the last decade or so, they host a weekend for black students on campus prior to the decisions being released (usually in early March). The students who are invited are basically accepted, and are given a likely letter.

You should contact your admissions officer and inquire about this weekend. If you show enough interest, they may invite you to the weekend. Here is the invite from 2015
