I’m from the Midwest so I know that will decrease my chances. Should Austin even be an option for me at this point?
You need to consider UT a reach school. Your ACT score is great but you are competing for about 15% of the slots. Write a great essay. Look to other schools for your safety.
Here is the thread on non auto admits for UT Austin engineering. You can see that many admits have much lower stats than yours. If fact I would call UT a low match for you with your grades and scores.
Engineering is a very competitive major at UT and you will be competing for a very, very limited number of spots open to OOS students. The enrollment for fall 2016, according to the freshman profile admissions, 90% of enrollment was TX residents (top 7% of HS class received auto admissions), 7% were OOS students, and 3% international. Consider it a reach, based on that because for OOS, admissions is a crap shoot. Many high stat applicants apply and many high stat applicants are denied.
UT will weigh heavily on your class rank as well. What is your class rank? If your school does not rank, UT will assign you a class rank based on the school profile sent by the school and your GPA.
