Chances for UT-Austin CNS Undeclared?

Hello! I just wanted to get some insight into what my chances look like for getting into UT-Austin.
I am a female, hispanic, and will be the first person in my family to go to college in the United Sates. I go to a very competitive high school, nevertheless my GPA is still average and I am counting on my SAT scores and AP classes to make up for it. Here are my scores and extra curricular activities:

GPA: 3.4/4.0
SAT: 1480/1600
AP Classes: 8
Class Rank: 296/691

Extracurriculars:
Club and School Sports
VP of National Hispanic Honors Society
National Honors Society
National Science Honors Society
National Hispanic Recognition Program Qualifier
Robotics (Marketing Team)
I work at the lab of a professor at the CNS at UT Austin (he will also be writing me a rec letter).
I also work with a non profit organization, and make videos for their website.

Most likely your rank will keep you out of the running. You are outside the top quarter. According to their Common Data Set, roughly 6.8% of the 2016-2017 class was in the second quarter of their class. (Only 1.5% of was in the bottom half of their class). Assuming that recruited athletes and other special cases are in those numbers unless you have reason to believe that you are in one of those, the odds are not great. You will most likely be offered CAP.

Based on where you came from, I think you have a fair shot at UT Austin. Admittedly, you will not have a guaranteed admission, but chances are high. Considering you have so many ECs, I think the AOs will understand if you are putting in so much time into your ECs.
