UCB - reach
UCLA - reach
UCSD - slight reach
UCD - slight slight slight reach/match
UCI - slight slight slight reach/match
USC - reach (not as much as UCB + UCLA, though)
Boston University - match
NYU - reach (not as much as USC, UCB, and UCLA)

Your solid SAT scores will most likely bump you into UCI and UCD, to say the least.

Gl. Oh, and I'm assuming your a CA resident

Your weighted gpa is irrelevant to the UCs, because your weighted UC gpa is between 3.6-3.7
UCB - reach (very big reach if applying as engineer)
UCLA - reach
UCSD - slight reach - reach
USC - reach (scores are not good enough to bolster gpa)
UCD - match
UCI - match
UCSB - match
Boston - match
NYU - reach

I don't think that rumor is true. Take the SAT again for sure, especially if you are applying to USC and hope to get in. Though taking another subject that you could get around 750+ on would probably be better for the UCs.
