Chances of admission

I'm a new poster here but I've been reading the forums here for a couple of weeks. Anyways I was just curious on what my chances would be of transferring into Texas A&M or UT-Austin. My current major is Civil Engineering and I want to stay in that major wherever I go.

I'm a sophomore at Texas A&M - Kingsville (satellite school in the A&M system) and at the end of this semester (I don't like to count my chickens before they hatch but oh well) my overall GPA will be a 3.2. I messed around my freshman year with a 1.98 GPA and now I'm here.

The major pre reqs that I will have completed by end of semester
Cal I - B
Cal II - B
Cal III - A
University Physics I - A
University Physics II - A
Chemistry I - A(retaken received D my freshman year)

So basically in a nutshell i totally goofed around my freshman year and got C's and D's. That summer i took cal-I and I've been doing really good since then.

Here are some questions:
Will they look at my major improvements and consider that?
Will my completion of just about every major pre req help? if so how much?

I don't know much about Texas schools, but that's a pretty nice upward trend from a 1.98--I'm sure they will take that into account.
