<p>I had heard from some other students who did this that you can declare state residency after 1 year of living in New York. </p>

<p>These are apparently the official Cornell rules for establishing state residency though- <a href="http://www.bursar.cornell.edu//Application_Guidelines.cfm%5B/url%5D"&gt;http://www.bursar.cornell.edu//Application_Guidelines.cfm&lt;/a>. It sounds like it is more difficult to declare in-state residency than I had heard from other students, so my apologies--it sounds like it takes a little bit more than just living in New York for a year.</p>

<p>Ya, your parents have to move there permanently if you are under 21, or you have to be emancipated and living there. poo :(</p>
