Typically I'd say that you would be on the cusp of accept/deny, but since MSU utilizes affirmative action as an African American URM that will help you at least a little. Your ECs are very good as well. If you can get 24+ on the ACT or maybe 1700+ on the SAT then I'd say that you would likely be accepted. As usual with rolling admissions if you apply early (during September or October) you will have the best chance of getting in

That GPA looks a bit low. I think you would get a good shot if you hit higher scores on the SAT and ACT, but I hear MSU puts more weight on GPA than standardized test scores.

I would suggest a few teacher recs to augment you application

Affirmative Action is illegal in Michigan, isn't it? I remember there was a big controversy over it.

maybe not affirmative action in the traditional sense of the term, I don't know all of the logistics behind that as I'm not from MI. But MSU still would like a diverse group of applicants, including African-americans from Georgia. And from the MSU website: "Michigan State University is an Affirmative action, equal opportunity institution"

Yes, it is technically illegal but most colleges are finding interesting ways around it.
