I know that some colleges do change the ED financial aid packages slightly at students’ request if there are some circumstances. Do colleges do the same for RD admitted students or not? will colleges have spent all the budget dedicated for aid by then? To what extent is this true for international students?
It all depends on the college. For many schools, aid to international students is LIMITED. If that is the case for your college, it’s not likely you will see a change.
What circumstances are you talking about? Financial aid for,the 2017-2018 school year is based on 2015 income.
If your school is need aware for admissions…again…you might not see a change because your need when you applied was considered when your application for admission was considered.
If the school doesn’t guarantee to meet full need…you might not see a speck of additional aid.
And lastly, how much more aid do you need? You might get $2000 but you probably won’t get $20,000.
You need full need financial aid to attend a university, and most schools just don’t have that available to international students.

You don’t get to ask for any particular amount. The school decides.
This is from the WL website. Read the last sentence. It does not sound to me like this school guarantees to give financial aid to admitted international students.
