Ok so this is a thread about the cheapest Study Abroad programs. Doesn't matter where they are or what subjects they have. It's all about the cost of these programs. I know there is a lot more to selecting a program other than cost but let's just make it about prices. Go ahead and post!

oh i forgot to mention, this refers to US college students going abroad

It is relatively inexpensive to study abroad at colleges in Finland. The government pays tuition there, even for students from other countries. Cost of living is high, but no tuition makes up for that. However, not many colleges have study abroad programs there. So you probably have to make all your arrangements yourself. Most Finns speak English, so it is not as hard as it sounds.

from what i understand, sweden, germany and france also offer free tuition even to non-EU students… however a lot of universities only offer masters degrees in english; bachelors are exclusively in the native language.

Some of the Finnish universities teach quite a few classes in English. For example, proficiency in Finnish, Swedish or English is required by U of Helsinki, and there are a lot of classes in English. Not sure about the other countries mentioned above.
