Chemical Engineering vs. Chemistry

I'm reading different views on this. I'm not sure which I'd go with if I want to synthesize new formulas, such as making new compounds and whatnot. I'm told that ChemE composes everything that a Chem major would learn as far as chemistry in general goes. I have no idea if this is true, because I'm also told ChemE is a major where you graduate and get a job using whatever is already readily available and monetizing it by making them more efficient, which is what I'm not looking to do. Unless my aforementioned goal is within the same scope of what ChemE looks to do. So for my goals, would Chemistry or ChemE suit me better?

If you want to do this, study chemistry. Particularly synthetic chemistry (hope you love ochem!). Maybe learn some biochem/pharm chem for good measure.
